“I knew Frank very well, and while he was working here, he was a fantastic supervisor because he put his whole heart into his job. “Frank probably had one of the biggest hearts of any supervisor, and he was always trying to be the best he could be in the decisions that he made and taking care of his constituents,” Supervisor Randy Bosarge recalled about Frank. “Frank was always trying to be the best he could be in the decisions that he made and taking care of his constituents.”

“My thoughts and prayers are with Frank, his family, and Cynthia, who is Frank’s wife. And all I can do is hope that they will be able to remember Frank for the good that he brought into the world. Cruisin’ the Coast was one of Leach’s favorite things to do in his spare time. Downtown Ocean Springs was the place where motorists spotted him year after year.
